Improving River Access for All

WaterTowns™, a water-oriented community development initiative, was created in 2013 by us at the Clinton River Watershed Council (CRWC) as a way to connect and enhance public access to the Clinton River and Lake St. Clair. As a result of the study, it has become a stated goal of the WaterTowns™program to implement twelve universally accessible canoe/kayak launches to improve accessibility for all water trail users, including paddlers with disabilities, by 2020. The first site we selected to activate is MacArthur Park in Mt Clemens.


We can improve the link between our riverfront and downtown, while better activating the park with improved facilities and focusing on encouraging public interaction with the river. The development of a universal accessible kayak launch would be a key catalyst in helping Mt. Clemen's move forward in it's future vision shared in the City Master Plan.


Water Trail Enhancements

With its close proximity to Lake St.Clair,  MacArthur Park located in Downtown Mt. Clemens is a perfect location for the first inclusive universally accessible canoe/kayak launch. The park is conveniently located next to the YMCA and is within walking and biking distance to many great downtown restaurants and attractions.

Amenities and enhancements along the Water Trail will provide opportunities for paddlers to stop and experience destinations along the trail that otherwise would be missed

MacArthur Park improvements made through this project would include:

  • Universally Accessible Kayak/Canoe Launch
  • Universally Accessible restrooms
  • Universally Accessible Picnic Table with Charging Station
  • Kayak storage/lockers
  • Enhanced Pedestrian connections to the current boardwalk
  • Way finding and interpretive signage
  • Local Art Murals
  • Improved parking facilities

Walkability can be improved through additional way-finding signage, murals and crosswalks along the Boardwalk and into downtown Mt. Clemens can all be added to improve the users overall experience.


What is inclusive universal accessibility?

Inclusive universal design allows increased accessibility for people of all ages, abilities and skills, while allowing for independent whether you are an amateur or novice, young or old.

Paddlers need to be able to launch and land smoothly without fear of their safety or damaging their watercraft.Inclusive accessibility ensures firms surfaces are in place to support movement while putting in or taking out water crafts. Simply put, universal design is the design of products and environments to be usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. 

Additionally, the MacArthur Park Kayak/Canoe Launch will be one of 12 others currently planned to help connect WaterTrail users to community attractions and destinations along the entire Clinton River and Lake. St. Clair.

IF we hit our goal of $50,000 the Michigan Economic Development Corportation (MEDC) and Michigan State Housing Development Authority will match our goal, essentially DOUBLING YOUR DONATION!!!

RECONOMICS

The City of Mt. Clemens and CRWC have a demonstrated record of project coordination and development, and over the last several years the city has developed an increased focus on the Clinton River as an economic development tool.  The link between a successful downtown and the Clinton River is an ongoing theme of the City’s current efforts in updating its Master Plan. This is why we have chosen that MacArthur Park in the City of Mt. Clemen’s be one of the first locations to install a universally accessible canoe/kayak launch.

According to the Outdoor Recreation Participation Top line Report 2015, over the last three years Kayak Fishing and Stand Up Paddle Boarding have been in the top 5 outdoor activities for growth.Kayak fishing has increased by over 20% and Recreational kayaking/canoes by nearly4%. Both regular fresh water and salt water fishing have decreased over the same period, further indicating that more fishing enthusiasts are taking to kayak and canoeing for their fishing experience.

People are moving to places which are better connected for non-motorized movement - linking homes to parks, waterfronts,cultural facilities, jobs and downtown districts. Downtown Mount Clemens has a number of key assets drawing residents and visitors and is generally walkable. However, there are several key linkages missing and a number of opportunities to improve the non-motorized environment, including a universal accessible kayak launch. This is an opportunity to grow our community's health and wellness while connecting people to their local natural resources.
